Release 1.0.3 & 2.1.0-preview.* (Core) (#539)

# Summary
- Merge main
- Set core/version.json to a fix 1.0.3 (following our standard release
process)
- Remove negative offsets as they were causing conflicts when releasing
.NET 2.0.
